this is more a question about structure of the varden. i love this idea of different groups, but just for curiosity, are the groups moving around or are they based in one city, like in aftermath? i personally think there should be a mix of both, but i want to hear ideas, too.
this came to me mostly because the fire bringers currently have only two members, and those two members are both wanderers.
also, where's the varden's headquarters? same place as the books or somewhere else?

Well, Nilaya and Berl aren't technically associated with the Varden yet either so some of the groups will be roaming and not under the Varden's orders. Others will probably be roaming and under the Varden and some would definitely be based in cities.
Not sure about the Varden's location though.

Probably a mix of both mobile and stationary groups. I am just guessing that most groups that members join will be the mobile ones. However, the mobility of a group will be determined by the actions they take, not by the group they are in. Did that make sense?
Also keep in mind that not everyone is in the Varden. Some are also on the side of the ruling family and some are in no group at all. This being said, the location of the Varden headquarters is still undetermined. Where would you like it to be. Once again, I like options.

Ok. Well from what we determined in the other thread we know the Varden isn't staying with the dwarves like in the series. That means the Varden is hiding somewhere, possibly in a city or over the boarder in Surda.
Types of Groups we have: ~ Wandering Unaffiliated ~ Wandering Varden ~ Wandering Loyals ~ City-Based Varden ~ City-Based Loyals
And aside from those we have people who aren't in a group. I don't figure anyone who is unaffiliated with either group is going to be part of a group and be city based. The royal family would have an issue with an unaffiliated group of fighters in one of their cities. Groups like that, like the Fire Bringers currently, are better off roaming.
